Is this an Experimental Development, is it really Development..
An Investor Summit and a Pravasi Bharatiya Sammelan are being held in Indore. This will give a new identity to Indore on the world stage, but what will the people of Indore get only recognition or something more than that? Indore sometimes seems like an experimental city, sometimes something else! Will we be able to save Indore's culture, which is many years old, I do not understand anything. Sometimes an officer orders to do something, sometimes a minister gives an order. But what is happening is happening after asking the people of Indore. That's a big question! It is difficult to answer how much participation the people of Indore have in the development of Indore, but Indore is developing. Yes, Indore has given good craftsmen, good engineers, good politicians, good officers, good poets, good lawyers, good painters, good musicians, good judges to the whole world. But is their cooperation being taken in the development of Indore?
The constitution of India is such a good and beautiful constitution which is not found anywhere in the whole world, it is the constitution which gives all kinds of rights to every citizen of India. But do the citizens of Indore know their rights? Or whatever the officer, this leader wants, that will happen in Indore! Will there be participation of citizens in the development of Indore?
Why doesn't the government take any such step, in which the citizens also participate, the rights that the citizens have got by the Indian constitution, they should be of some use. Citizens should also realize that this is our city, its development is happening with our participation, because every time it happens that someone else's decision on 'our city'! How long will this go on, till when the decisions of these officers and leaders will be imposed on the citizens of this city.
Are the expenses that are imposed on the city by the officers and leaders, not the tax money of the citizens? Should an opinion of the citizens be taken before making any expenditure or should there be a public audit of the expenditure incurred by the officers and leaders? It should be known from the public audit whether the tax money spent by them is correct or not.
The citizens of our country are so good that they feel that what is happening is right, but when after some time, when the citizens come to know that the tax money spent by these officers and leaders is spent in the wrong place. Done or spent at the right place and then the common citizen gets news from a news paper that it was wrong in such and such project (development) it was right and after a few days it becomes just a news.
We are not talking about just a summit but we are talking about this experimental development that happens but the common citizen gets nothing.
Can't they develop such a development of our city except experimental development, which is done with complete planning, in which there is also the participation of citizens. Because the development is happening only with the tax money given by the public, then the public has the right to be a part of it.
Example of this experimental development is also 56 shops where neither the culture of Indore nor the parking is taken care of. You will see many examples of such development in the coming times.
In the city which is being developed, has the culture or heritage of that city been taken care of or not? It is necessary to consider this. We should also think about our future generations that what will we tell them about your city?
How we imbibed foreign culture and their development or how we wanted to hand over our culture, our process of development to them.
If our Malwaanchal is to be saved, then this experimental development has to be converted into a definite pre-planned development process in which the participation of all the citizens of the city is important. Just like all of us together have taken the city to the pinnacle of cleanliness, similarly everyone's support can take Indore to the pinnacle of development.

क्या यह एक प्रायोगिक विकास है, क्या यह वास्तव में विकास है..
इन्वेस्टर्स समिट और प्रवासी भारतीय सम्मेलन इंदौर में हो रहा है। इससे इंदौर को विश्व पटल पर एक नई पहचान मिलेगी, लेकिन इंदौर के लोगों को सिर्फ पहचान या इससे बढ़कर क्या मिलेगा? इंदौर कभी प्रयोगधर्मी शहर लगता है, तो कभी कुछ और! क्या बरसों पुरानी इंदौर की संस्कृति को बचा पाएंगे, कुछ समझ नहीं आता। कभी कोई अधिकारी कुछ करने का आदेश देता है, तो कभी कोई मंत्री आदेश देता है। लेकिन जो हो रहा है वो इंदौर की जनता से पूछकर हो रहा है. यह एक बड़ा सवाल है! इंदौर के विकास में इंदौर के लोगों की कितनी भागीदारी है, इसका जवाब देना मुश्किल है, लेकिन इंदौर विकास कर रहा है। हां, इंदौर ने पूरी दुनिया को अच्छे कारीगर, अच्छे इंजीनियर, अच्छे राजनेता, अच्छे अधिकारी, अच्छे कवि, अच्छे वकील, अच्छे चित्रकार, अच्छे संगीतकार, अच्छे जज दिए हैं। लेकिन क्या इंदौर के विकास में इनका सहयोग लिया जा रहा है?
भारत का संविधान एक ऐसा अच्छा और सुंदर संविधान है जो पूरी दुनिया में कहीं नहीं मिलता, यह ऐसा संविधान है जो भारत के हर नागरिक को हर तरह के अधिकार देता है। लेकिन क्या इंदौर के नागरिक अपने अधिकारों को जानते हैं? या जो भी अधिकारी, यह नेता चाहेगा, वही इंदौर में होगा! क्या इंदौर के विकास में होगी नागरिकों की भागीदारी?
सरकार कोई ऐसा कदम क्यों नहीं उठाती, जिसमें नागरिकों की भी भागीदारी हो, भारतीय संविधान द्वारा नागरिकों को जो अधिकार मिले हैं, वे किसी काम के हों। नागरिकों को भी यह अहसास होना चाहिए कि यह हमारा शहर है, इसका विकास हमारी भागीदारी से हो रहा है, क्योंकि हर बार ऐसा होता है कि 'हमारा शहर' पर किसी और का फैसला! ऐसा कब तक चलेगा, कब तक इन अफसरों और नेताओं के फैसले इस शहर की जनता पर थोपे जाएंगे।
अधिकारियों और नेताओं द्वारा शहर पर जो खर्चा थोपा जाता है, क्या वह नागरिकों के टैक्स का पैसा नहीं है? क्या कोई खर्च करने से पहले नागरिकों की राय ली जानी चाहिए या अधिकारियों और नेताओं द्वारा किए गए खर्च का सार्वजनिक ऑडिट होना चाहिए? पब्लिक ऑडिट से पता होना चाहिए कि उनके द्वारा खर्च किया गया टैक्स का पैसा सही है या नहीं।
हमारे देश के नागरिक इतने अच्छे हैं कि उन्हें लगता है कि जो हो रहा है वह सही है, लेकिन जब कुछ समय बाद नागरिकों को पता चलता है कि इन अधिकारियों और नेताओं द्वारा खर्च किए गए टैक्स के पैसे गलत जगह खर्च किए जाते हैं। सही जगह पर किया या खर्च किया और फिर एक अखबार से आम नागरिक को खबर मिलती है कि अमुक परियोजना (विकास) में गलत था, सही था और कुछ दिनों बाद यह सिर्फ एक खबर बन जाती है।
हम सिर्फ एक समिट की बात नहीं कर रहे हैं बल्कि हम इस प्रायोगिक विकास की बात कर रहे हैं जो होता है लेकिन आम नागरिक को कुछ नहीं मिलता।
क्या वे प्रायोगिक विकास को छोड़कर हमारे शहर का ऐसा विकास नहीं कर सकते, जो पूरी योजना के साथ किया जाता हो, जिसमें नागरिकों की भी भागीदारी हो। क्योंकि जनता के दिए टैक्स के पैसे से ही विकास हो रहा है तो जनता का हक है कि वह इसका हिस्सा बने।
इस प्रायोगिक विकास की मिसाल 56 दुकानें भी हैं जहां न तो इंदौर की संस्कृति का ख्याल है और न ही पार्किंग का. ऐसे विकास के कई उदाहरण आपको आने वाले समय में देखने को मिलेंगे।
जिस शहर का विकास हो रहा है उस शहर की संस्कृति या विरासत का ख्याल रखा गया है या नहीं? इस पर विचार करना आवश्यक है। हमें अपनी आने वाली पीढ़ियों के बारे में भी सोचना चाहिए कि हम उन्हें आपके शहर के बारे में क्या बताएंगे?
कैसे हमने विदेशी संस्कृति को आत्मसात किया और उनका विकास किया या कैसे हम अपनी संस्कृति को, अपनी विकास की प्रक्रिया को उन्हें सौंपना चाहते थे।
यदि अपने मालवांचल को बचाना है तो इस प्रायोगिक विकास को निश्चित पूर्व नियोजित विकास प्रक्रिया में बदलना होगा जिसमें शहर के सभी नागरिकों की भागीदारी महत्वपूर्ण है। जैसे हम सबने मिलकर शहर को स्वच्छता के शिखर पर पहुंचाया है, वैसे ही सबका सहयोग इंदौर को विकास के शिखर पर ले जा सकता है।
